Substitution rule to exclude the vendor group

I need to write a substitution rule where I need to exclude few vendor groups. I have taken this number range vendors and created one set, but code is not working as BSEG-LIFNR not in ZGROUP.

How can write the same to exclude few vendor groups to work my substitution.
