Internal Order Budget Conditional Tolerance Limit

What is the best way to setup a conditional Tolerance Limit in Internal Order budget with the following logic:

1. Absolute Variance of $1,500 if 10% of Budget is less than $1,500

2. Otherwise, maximum variance is 10%
