Excluded Ranges not working for VL10C?

Dear Experts,

I use VL10C to generate DN for Sales order, but seems the selection criteria maintained in 'Material Tab' of VL10C not working as expected.

Could please kindly share your comments on this?

For example:

Sales Order 1234567       Complete delivery 'X'
          item 10-    Material AAA       Storage location 1000     Plant 1000

Then i use VL10C, selection criteria maintained as below:

Sales Order Tab -  Complete Delivery 'X'

Material Tab - Plant '1000'

                       Storage Location Excluded Ranges: from 1 to 9999

So it looks that storage location 1000 between 1 to 9999 as should be excluded.

Then i ran VL10C, but still Sales order 1234567 - item 10 was selected by system and generated Delivery under storage location 1000.

How come the 'Excluded Range' not working here?
